'Shield of Outcasts, with Righteous Fury'

Primary Goal: To unify the denizens in the Wind District Sewers under a single leader and be recognized (un)officially as a separate enclave within the city.
Public Goal (Optional): To establish a safe place for outcast and homeless that harbors and feeds everyone who wishes to live peaceful in the sewers under the Wind District
Meeting Place: Squatter's Square, a sizeable enough atrium in the sewers that act as a hub for hobo activity
How They Operate: The Sewer Stranglers have divided their 'society' in four different castes, from matter in importance being: (1)The Hearth-keepers; (2) The Tunnel Chasers; (3) The Daywalkers; (4) Saplings
Current Leader: Holly Hock/Caretaker
Those who perform a valued service within Squatter's Square fall within the hightest caste. These includes those who harvest and distribute food and water, provide specialized skills that require an education, or are otherwise elevated to this tier because of nepotism of its leader. Because the Caretaker values a thriving community and a sense of home, those who contribute to those essential task are regarded as the most valued.
Currently the most established caste as Holly put most of her efforts into centralizing power. While not yet 100% self-sufficient in garantuing fresh water and certain supplies, they are getting close.
Current Leader: Holly Hock/Caretaker
Those who are both the soldiers, scouts, and messengers within the tunnels. They safeguard the domain of the Sewer Stranglers with and scare tactics. Mostly because only their leader Holly Hock currently posseses a serious combat skill. They are also the eyes and ears in the tunnel, and carry messages requesting fealty to whoever comes into the sewer tunnels and looks like a potential member for the Sewer Stranglers. Holly is looking for someone to replace her in this role.
Current Leader: None
Holly wants to establish a core of people who look passable to walk on the surface and can gather supplies, followers, and intelligence without looking out-of-place. Currently, nobody in hobo society fits this role as they all look to shabbily dressed and smell. The plan is to raid a clothing store and gather personal hygiene products. They got a few brave volunteers to commit to nighttime raids on trashcans, but without too much success.
Those who don't fall within either other caste, but do enjoy the protection and rights of being able to live in the domain of the Sewer Stranglers. Adults are required to pay tribute in community service through manual labour, or by bringing offerings for the community. Children and some willing adults are given an education in one of the other castes through an apprenticeship system. Those who fail to either improve, or pull their weight, have a chance to be outcasted from the Sewer Stranglers. It is also possible that someone from one of the other tiers gets (temporarily) booted down to this tier if they break a rule to do penance.
Weaknesses (Faction Only): Most of the Sewer Stranglers are illiterate homeless people living in the sewers. They do not have a great sense of community and shared purpose yet, and also smell. The faction also faces police raids in their territory, as well as some other smaller factions of homeless who haven't bend the knee yet to the new underworld order.
The leadership is currently also very centralized into their leader, making her the linchpin of the faction and therefore making it fall apart without her at this moment.
The Sewer Stranglers don't have a reliable way to get onto the surface without being called out and getting into trouble, limiting their ability to gain essential supplies on a reliable bases and only committing some nightly raids of trashcans near sewer covers.
Forbidden Actions:
The rules of the Sewer Stranglers:
1. Don't harm your fellow Sewer Stranglers through word or deed unless willed by one of the Leaders as punishment for rulebreaking.
2. Don't waste or hoard resources that could benefit the community; sharing is caring.
3. Don't betray the location of Squatter's Square to outsiders without them being invited.
4. Strive to improve yourself for the betterment of the community. Stagnation is the mind-killer, and also a crime.
5. All rules can be overruled, and people can in situations be exempted from them or pardoned, by the will of the Caretaker in the interest of the community.
Punishments vary and can range from community service, public apologizes, exile, corporal punishment, and imprisonment in The Green Wall. The death-penalty is forbidden.
