In an effort to make canon factions more relevant and more active in the world, I’m going to be opening up another NPC type called Fixers in the near future. The details on these are still being hammered out, and I’m announcing this early because I’m open to collaboration and feedback on the core concept.
Basically, fixers are going to be the people who the faction calls to handle their dirty work. People need killed, officials need bribed, other organizations need intimidated… The faction sends their fixer when normal avenues of resolving issues diplomatically don’t work. To send one is considered an aggressive move, and usually either the step before an outright declaration of conflict or the message sent with the start of a faction war.
These characters would be NPCs handled by the Unaffiliated character template, which can be shared between players in emergencies but should be one player per one fixer. Basically, how it will work is each faction would be sorted into tiers, something like this, including canon factions only that are limited to NPCs only at the present. Fixers are exceptionally expensive in a world where huntsmen level fighters are extremely rare, and they are only used for very important matters. They can and will be sent out to interact with PC factions who threaten the interests of the factions below, whether to intimidate, assassinate, or negotiate depends on the faction in question and the events leading up to the deployment of a fixer.
Crème de la crème factions would include the Revival Party and the Artisan Guilds of Mistral. These factions would have their own dedicated fixers who can have a few abilities above C rank as they can afford the absolute best of the best and can afford to hire freelancers in missions in which they don’t want to be associated. Requirements for playing one of these fixers would be 50 posts on at least two characters along with admin approval, with the understanding that these fixers are held to rigid standards and cannot under any circumstances go rogue without admin permission. These are the most influential factions in the setting, and I care way more about what they do than others. These factions have a maximum of two fixers on retainer.
Best of the Rest factions would include the Patriotic People’s Party and the Peasant Party, both strong enough to hold seats on the Council and to use and abuse that position of power to gather funds in excess of what anyone else remaining can do. These factions would have dedicated fixers for as long as they were on the Council but would be unable to pay for even one on retainer without the monetary boost of the Council seat. These fixers would be capped at C rank skills and would likely have a combination of D and C rank skills. Requirements for playing one of these fixers would be 50 posts on at least one character along with admin approval, with the understanding that while these fixers are not held to standards as high as the rank above that their actions can and will be scrutinized as these are Council fixers that can cause major problems with indiscretion.
Up and Comer factions would include the Confederation of Humanity and the Order of Animan Nationalists, with the former being an established party falling on hard times and the latter being a terrorist group that radicalizes their members in lieu of paying them. These factions would have dedicated fixers, but they would be of worse quality than the ones in either category above. They would cap out at D rank skills and likely have a mix of E/D rank skills. Requirements for playing one of these fixers would be 25 posts on two characters or 50 posts on one character along with admin approval. These positions are ones with more leeway than the two categories above, and will not be scrutinized as closely so long as the character concept on the character sheet that was accepted is followed.
Scrub factions are the ones who are down in the dirt after being kicked so many times they have no resources, which would include Solidarity. These factions have no dedicated fixers, only members with a maximum of E skill rank that step up to handle issues. For bigger problems, they have to hire freelancers from crowd funding, which is unreliable and unsustainable. There are no requirements for playing a fixer in this category, and PC fixers for these factions are encouraged because a PC will quickly become more powerful than the NPC fixers that these factions can employ.
There will also be a very limited number of slots for Freelancers, who are not on retainer on any faction and are hired on an as-needed basis by both factions and organizations. I anticipate 2 total slots for these, with one taken by an NPC I’ve already made canon and one being more open.

The only ones I have hard solidified at this point is a Freelancer that I’m not going to play but will do a rough, incomplete sheet for and the two Artisan Guilds fixers – one which I will be playing and one which I will do another rough, incomplete sheet for consisting of combat abilities and semblance.
