After the events that transpired during the night of the Dust ward killer. It was clear that the council of Mistral needed to do something to at least mitigate the potential damage an event like that could have caused. If not for the killer being stopped in time, he could have spawned more Grimm that in turn could have caused a full-blown assault in the capital of the kingdom.
With negativity on the rise. The brains of the city decided to start a strengthening campaign both to improve the state of the defensive fortifications in the outskirts and lower districts, and to ease the tensions within the general population by giving them a tangible, explicit demonstration of some measures being taken for their safety.
Therefore. The city of Mistral has launched an initiative to gather resources in the outskirts of the city to cover for inner repairs to the damage caused by the Dust ward Incident and the repairing and strengthening of existing fortifications that had been neglected since the last bandit siege. Offering extraordinary monetary incentives to whoever wants to participate, especially from the ground district. But the negativity pooled over the last few months of distressful events calls for the possibility of Grimm incursions and racial/socioeconomic tensions to interrupt the enterprise. The workers will need some help to accomplish their mission. Not only in physical security but also logistics, organization, and raising morale
On the shortage of licensed Huntsman. Haven has been requisitioned to send as many students as they can to cull down the Grimm population attracted by the increase in negativity. The government also has contracted some local artists to help keep morale afloat during these harrowing hours.
On the other hand, plenty of Kozaks and people living under their territory have risen to the financial opportunity that this campaign entails, so it may be a wise idea for members of the Organization to make sure everything goes by without a hitch... Especially now that some strange hoboes are offering themselves as part of the workforce.
And, of course, it’s more than likely that many will try and use the chaos to try and break the martial law and escape or enter the city during this window of time. So that’s a whole another thing to be on the look for.
FEBRUARY 27 AV
As people begin to arrive at their designated stations. One thing is clear, this is going to take a lot of work, machines need to be set on, people need to be separated into workgroups... And to make things worse, there is some asshole running around, yelling in an attempt to warn people of a group of Grimm coming close. Evidently, whether what this scout reports are true or not, he is putting everyone on edge already.

This event will have a 200% XP modifier for PCs and 150% for DM. I will be starting a new round every 4 days at around 19:00 GMT-7 (23:00 GMT-3) and event will last until the 7th of March.
This is a DE thread, and although it will have combat scenarios against grimm and criminals. I highly doubt there will be a high possibility of death unless someone does something incredibly reckless for their skill level. If you are a starter character and charge alone into a swarm of grimm, I hope someone is close by to help you. Since that may spawn a new Problem on its own. (If Peter Peppermint throws himself into a lava pit, I’m turning that into a DM Crisis)
For the same reasons, HEROISM is ALLOWED but LIMITED in the number of times you can use it (3 times per character). Unless it is to solve a CRISIS other players got themselves into, in which case you can try Heroism rolls as much as you want but Crisis rules still apply if you miss your roll.
The intent is to make it so people can contribute with low-level problems that won't be immediately nuked with Heroism. You can still do it, but then you may not be able to solve problems with a higher DC if you used all of your +8 rolls to rescue kittens from trees.
The minimum for DC levels is 6. You can create 2 problems per character involved in the event and have a difficulty ceiling of 16 or 10 more than your skill modifier, whichever is more. Even if your character only has a 10% chance of success, you need to pitch problems that they can theoretically do. Two or more posts in a row interacting with no problem and introducing no problem, not counting the last round, will similarly cause you to forfeit all XP/RP.
Alright. I won’t be introducing any problem in the first turn, I trust everyone to know how this works already. I will, however, introduce DM problems as I see fit to adjust the flow of the event. Hope everyone has fun, good RP ^^

B | 600 | Although some problems arose during the operation. They were quickly suffocated before they could do some serious damage. Some people lost their lives or limbs, but that was to be expected with an operation of this magnitude. |
C | 500 | There were some casualties and not every group could gather as many resources as expected, but this was all within the expected metrics. All in all, one has to wonder if the amount of resources destined for this enterprise doesn’t defeat the whole purpose. |
D | 400 | Even after suffering heavy losses, the campaign was kept running so at least the sacrifices made would not be in vain. Even then, you can feel a certain resentment in the air, as many feel things could have worked out if done differently. |
E | 300 | The operation had to be cut short after not only too many loses and delays, but reports of people going in and out of the city as they pleased, and violent racial confrontations were the straw that broke the camel’s back. This will be remembered as a dark day in the history of Mistral. |
F | 200 | The campaign is a complete Disaster! Everything had to be abandoned early as the loss of human lives was simply too much to bear. Humans blame faunus, faunus blame humans. And there are even some conspiracies linking this cataclysmic mistake to Grimm-Human sabotage... Lately, more grimm packs have been sighted wandering around the city... |
