Pre-event debriefing.
The student went out of control, causing considerable damages to structures and severely injuring another 3 young students. After rampaging for a while, she stopped once she bled to death due to unexplained injures over her body. A chemical analysis of her blood later revealed traces of a strange substance similar to that described by Haven student Alice Stribog a few years ago.
After being pressed for information, both the mayor and the local police chief denied any knowledge regarding the situation. They also have explicitly asked Mistral not to waste resources with what they call an isolated incident...
But the headmaster from Arcadia has assured the Council that this is not the first time they had seen suspicious developments involving a few student's semblances. And that even some local gangs have started getting suspiciously powerful.
Arcadia only has a few teachers, and their students are too young to pose a credible threat to enhanced criminals... So they decided to call in the big guns unbeknownst to the city administration.
Haven Academy and the independent Huntsman of Mistral were called forth to subdue this menace before it grows too large for comfort. Having learned from the conflict with the Kerch Kozaks, the Council of Mistral is prepared to deal with this new problem in one swift motion.
The objective is simple. The gangsters will run out of juice eventually and return to being no more than your average run-of-the-mill criminal. But that only will happen if the source of this poison is snuffed from the face of Remnant. So the orders are to strike at the lesser gangs, get enough information to reveal the identity of their providers and bring them down all in a single day.
But Kuchinashi is not your average city... So there must be a reason why the city administration seems to be against helping in any meaningful way... And where Hunstman and volunteers may come in to help, the very forces of order within the city may do anything in their power to stop them from accomplishing their goal.
The longer this poison is left undisturbed, the worst things will turn out for the city. Arcadia will help with the infiltration into the city. But from then on, everyone will be on their own.
It’s going to be a long, hard day for Kuchinashi, but some things simply need to be done.

JUNE 28 Av.
1400 Hours. Kuchinashi.
Rain falls upon the city as the operation begins. Of course, this is not saying much since Kuchinashi is a city where it always seems like it’s raining. But on the bright side, this is a handy excuse to wear a hood and inadvertently bypass the city’s security after doing a bit of sneaking around and only a moderate amount of bribery.
The orders from the Council were clear that the nature of this operation was not to be disclosed to the local authority and general population. As the cartels may have some police officers under their sway. So the Huntsman will have to find their own way to go around this.
The first few criminal groups would fall quickly enough when confronted with overwhelming power. But that only means that the remaining criminals would start pooling all of their resources to strengthen their position once the initial period of grace passed.
Soon enough, they would decide it is proper time to put aside their differences and try their new toy on the unsuspecting visitors... But that could be something good as well. If they have access to the drug, that means they know where to get it.
DM Problem 1: Cull down some of the small local gangs. (Combatants 12)

This event will have a 200% XP modifier for PCs and 150% for DM. Storyteller post will be at around 6PM (Utc/Gmt -3) And I'll use a 4 day timer for them.

The kind of opposition your characters are expected to find is mainly in the form of different gang members and criminals trying to stop them by any means necesary.
Corrupted law enforcement will also try and stop you. Altough they will avoid the direct use of force against your character, mostly relying in obstruction tactics. Some of the citizens also may prove troublesome due to their mistrust of huntsman.
Grimm are not expected to be found this deep within the city.
Death is a possibility, altough unlikely. If you are a starter character and jump into a pile of active TNT, I hope someone is close by to help you. Since that may spawn a new Problem on its own. (If Peter Peppermint throws himself into a lava pit, I’m turning that into a DM Crisis)
For the same reasons, HEROISM is ALLOWED but LIMITED in the number of times you can use it (3 times per character). Unless it is to solve a CRISIS other players got themselves into, in which case you can try Heroism rolls as much as you want but Crisis rules still apply if you miss your roll.
The intent is to make it so people can contribute with lower-level problems that won't be immediately nuked with Heroism. You can still do it, but then you may not be able to solve problems with a higher DC if you used all of your +8 rolls to rescue kittens from trees.
The minimum for DC levels is 6. You can create 2 problems per character involved in the event and have a difficulty ceiling of 16 or 10 more than your skill modifier, whichever is more. Even if your character only has a 10% chance of success, you need to pitch problems that they can theoretically do.
You need to interact with, or create a new problem in your first turn. Two or more posts in a row interacting with no problem and introducing no problem, not counting the last round, will similarly cause you to forfeit all XP/RP.
I will introduce a certain amount of DM problems depending on what the players introduce themselves. Have fun

Not only is the source of the drug completely aniquilated, but a thorough investigation is fowarded and eventually a number of corrupt oficers and politician are incarcelated. The loss of civilian life is minimal and the gangs have suffered a crushing defeat. This may be the beggining of good era for Kuchinashi. |
A | 550 | A great sucess. The drug problem is dealt with. And almost all of the gangs are left severely weakened. Some lives were be saved. And even if there is no proof, the mayor will lose his next election due to popular opinion rapidly falling once the reports reach the media. |
B | 450 | A sucessfull mission. The drug is out of the streets and the damage was contained to a few streets and buildings. Some remnants of the substance are still being sold in the market, but eventually that well will run out dry. Some people died, but that was inevitable. |
C | 350 | A mediocre sucess. At least the drug is out of the streets for the most part. But considering how much damage was done, the remaining gangs will come forth to slowly fill the power vacuum. |
D | 250 | Failure. But the market for the drugs plummeted after witnessing how much trouble that little gig caused them. Some smaller organization will continue making a profit out of it, but they’ll never raise to such notoriety as to be a problem. Regular gangs are still going strong, however. Just another day in the life... |
E | 150 | Severe failure. The huntsman barely managed to make a dent in the drug operation. Soon enough new laboratories will raise up and the remaining gangs will organize into a force very difficult to beat in the future. |
F | 100 | A terrible failure. The huntsman where incompetent and the drug ring is still going strong and will probably raise to fully controll the city. Civilians died avoidable deaths. And more people (Including Arcadia students) will start buying and distributing the drug. After all, if it can beat a huntsman... |
