It was addressed on the front to the Captain of the Kozaks, and was given to one of the representatives in the Wind District with the instruction that it was not to be opened except by the intended recipient. It has come to our attention that there has been an assassination attempt originating from our District on your person, and this missive is meant to prevent any unfortunate misunderstandings from arising due to that assault. [break][break]
Firstly, the Artisan Guilds of Mistral had no part in the attack and has no current plans to be involved in this conflict at all. So long as no party participating in this conflict threatens or destroys our assets, we find no reason to intervene. You have made no moves against us thus far, and we see no reason to initiate conflict at this time with your faction so long as that continues. Peaceful co-existence is ideal, and we are content to remain benign neighbors who will not interfere with your affairs so long as you continue to respect ours. [break][break]
Secondly, we appreciate you going through standard channels to submit your commercial licensing request. That request is approved, and your permit to operate commercially in the Wind District is attached. Do keep in mind that any commercial activity relating to legal clerk or notary services, dust manufacturing or distribution, wool manufacturing or distribution, banking, silk trades, medical services, fur distribution, skinning, meat distribution, metal manufacturing or distribution, cobbler services, stone crafting or distribution, wood crafting or distribution, and any linen manufacturing or distribution to include tailoring in general is banned. Commercial activity relating to wine manufacturing and distribution, taverns, leather curriers and tanners, olive oil distribution, saddlers and harness manufacturing and distribution, locksmithing and other trades dealing with tools, specifically armorers and swordsmithing, carpentry, baked goods manufacturing and distribution, and any mills can only be done with a separate permit. Thirdly, congratulations on surviving an encounter with Mistral’s resident Samurai. I heard you took his sword, and if so, I’d advise you keep it. Should you survive the next few months and prove yourself to be someone who will stick around, I might extend an offer to help sell that off to a number of parties that I think may be interested in having it for a trophy… that is, if your sense of mercy doesn’t allow him to take it back himself before then.
