[attr="class","nikki109"]”I organize this district, since around September. Doesn’t look like much now, but in a year or so it’ll improve substantially.” [break][break]
Truth be told, progress was frustratingly slow and marred by uncooperative neighbors more than anything. She was continually disappointed with the narrow-minded and spineless Peasant Party, and equally so in the labor union that they aligned themselves with in Solidarity. Both groups were led by elders who were woefully out of touch with the current times, and seemed to genuinely believe that their strategy of sitting back and letting themselves get obliterated by the ruling parties over and over and over would bear fruit eventually. It was insanity, frankly, but until the leadership of those parties was forced out, they would be of no help to the Ground District. [break][break]
At the next comment Lunar made, the wolf faunus shrugged her shoulders as she finished setting up the coffee maker, plugged the thing in, and started it. ”The capital is divided into three major districts: Cloud, Wind, and Ground. The higher up the mountain you go, the more funding and protection the Council gives. Near the top there’s police patrolling nearly every street all day and night, the schools are extremely well-equipped, and the power never goes out for more than an hour. It gets worse as you go down, and we’re in the Ground. Police don’t come here, the schools are left on their own, and nobody fixes power or utilities unless we do it ourselves.” [break][break]
When the other faunus asked about crackers, Alina opened up a cupboard closer to the ground and got out a box of graham crackers. ”Turn around for a sec, gonna toss you some crackers.” she’d warn before tossing the box over with an slower underhand throw. The aim wasn’t the greatest, but Alina got it within at least the same zip code as the intended recipient. She was never athletic in the traditional sense, only someone with a very good reaction time who managed to learn how to mimic actions of others through muscle memory. [break][break]
”Yeah, we can head out after the coffee is done. It shouldn’t be a long walk. Just be careful exiting the building. I’ll turn the cameras on before we leave so we see if anyone breaks in or anything, but if anyone is here and hasn’t attacked yet they really suck at their job so I’m not super worried about it.” [break][break]
Anyone sent to retrieve Lunar would have been strong enough or have the equipment to neutralize her almost immediately, and one more person added to that should have been seen as zero problem whatsoever. What was far more likely is that they lost track of her at some point after she got on the boat, and were pretty far behind in actually doing anything about it. While that still wasn’t safe and the coordinates where she went may still be able to be recovered somehow, it was likely less of an immediate problem as a problem after winter had passed and travel between kingdoms was more common. Winter in both Atlas and Mistral was severe, and it wasn't like the heating on boats these days was anything to write home about.
