Style of Self-Expression: Holly Hock has two modes. On the one hand she is The Caretaker, who acts like a mother would do towards her children. She feeds them, provides them with a home, and gives them love and warmth. When the needs arise, she is the leader of the Sewer Stranglers who has no quarrels with doing everything she can to safeguard the drifters who pledged their loyalty to her, scaring or harming whoever enters the sewers with the intent to hurt them. In a darker twist, she also enforces peace within her own community harshly when the mood strikes her. She can act petty and cruel when someone deserves it in her eyes, mostly when they personally slight her.
Most Important Thing: The one thing that Holly finds the most important is that the love she gives is accepted and returned. When she gives an apple to someone who seems hungry, and he rejects it rudely or with harsh words directed towards her, the girl would not be beyond punishing this man severely and in the open. All the while saying publicly that all of this justified punishment could be avoided if they had simply accepted her kindness and love.
What good is an elaborate backstory when the person who it applies to has died?
Holly Hocks was a student at Haven Academy, she came from a far away island called Mato-Mato, and she liked plants so much she created a club for them! She sometimes said the wrong things, and was generally weird in the things she did. But her heart was in the right place and she was honestly mostly just a lonely girl trying to find her place in strange world that was far colder and more uncaring than she was used to back home.
She apparently had a troubled relationship with a depressed schizophrenic student and partook in the disastrous rescue expedition to Rochdale. While getting some treatment from staff that helped her hold herself together, over time though, those quirky moments changed into more and more violent and excessive outbursts. Harassing some fellow-students, posting weird political ideas on online fora, and other peculiar behaviour. Still, there wasn’t anything that could have easily be pointed at to predict the destruction she would unleash during the White Nights Festival of 26 AV.
The official details of the event remain vague and contradictory, but what remains consistent in the telling is that a Haven Student named Holly Hock committed an act of terrorism. She was a disgruntled and disillusioned opponent of the Peasant Party and its role in recent governmental policy. She protested the party’s leadership before the attack. She used her semblance to cause major property damage at the festival and assault the unwitting public, some of which succumb from their injuries later in the hospital. In the ensuing struggle bystanders intervened, and Holly Hock was lawfully dispatched. The terrorist was declared death in absentia, and posthumously convicted for her crimes. The charges were terrorism, second-degree murder, assault, misuse of a semblance in a public space, disorderly conduct, and vandalism.

The winding tunnel network has been a home to outcasts who for some reason thought that the Ground District was just a bit too habitable for them. Living in ramshackle dwellings made from waste materials in abandoned tunnels, these hobos eke out a meagre existence plagued with disease, hunger, and other health defects.
While those dwellings still exist, many inhabitants of the sewers found their way to Squatter’s Square. There is food there, and enough to drink, even some medicine and comfort. Someone called The Caretaker seems to run the place. Promises that appealed to many who have nearly nothing. A little bit of sunshine underground.
