Lake Matsu Expedition, April of AV 28
Pre-event activity.
Mistral had been suffering from a dust shortage for a few months now, as domestic demand continued to rise and rise, while actual dust production remained at a standstill. As prices skyrocketed, Mistral's economy struggled to satisfy the need for dust and the Council was pressured to find a solution to the shortage.
Mine operations currently in existence simply were not enough to supply the capital with the dust it needed. Imports from the other Kingdoms helped to reduce the pressure but this overreliance would not be a sustainable solution for the Mistral if it wanted to avoid being destroyed by national debt.
The Mountbatten Mining Cooperation was contracted and land surveyors and analysts were to decide where they would develop a new mine to help put a stop to the shortages, or at least serve as a stopgap until a long term solution could be found.
Taking notice of an area that had not been settled, the MMC declared that the geography of Lake Matsu had the potential to be extremely profitable. If a successful mine was developed, they would be able to access the resource rich deposits on a fast enough timescale to solve Mistral's dust problem for the foreseeable future.
While opening a mine within unsettled Grimm territory was not a "safe" investment, they were always going to have to expand farther out to get access to unspoiled dust deposits. A deciding factor in selecting Lake Matsu was the notable fact that the gravity, wind, and earth dusts in the environment were unnaturally pure; a quality of which could reduce the time and cost of refinement and allow them to begin producing dust for Mistrallians on an industrial scale.
And so plans were set in motion. People were contacted, equipment and supplies were transported, mercenaries were employed, and everything they needed to construct a new mining base was prepared.
While the MMC Expedition Team was not short on funding, they were short on firepower, notably the kind that could handle legions of Grimm as well as handle any threats that they could not plan for. In addition to their contracted mercenaries, a call was sent out for Huntsmen to join the expedition to help survey the 15 square mile tract of land where the base would be located and to help secure the base from any hostile threats. The Council undeniably "encouraged" huntsmen to partake in the operation as well as make "requests" to Golden Wings to overlook the operation in its entirety. This was a government funded operation and the Council had an interest in making sure it succeeded long enough for them to reap the rewards.
Those that volunteered for the expedition would be shuttled through the floating isles on the Manta and land at the outskirts of the initial camp. Others might have even arrived in other ships, as the MMC may have directly offered skilled citizens to contribute into other roles to get a more complete study of what mysteries the island contained.
If the day was successful, a new base would be constructed that would enable mining operations to begin. Would they be able to complete their goals for the sake of Mistral's progress? Or would they be unable to handle the strangeness of Lake Matsu.

Day of the Expedition
Lake Matsu, Floating Isles - South-East, 0830 hours.
The Mountbatten expedition team is transported from the shores to travel into the center of Lake Matsu where a resource-rich island awaited for them to claim. A fleet of five Mistrallian airships and one Manta carried everything they would need for the first month as it would be difficult for resupplying the base this far away from the Kingdom.
In one of the airships a dialogue between unalike colleagues and varied men and women from very different walks of life had been going on throughout their trip en-route. Bright minds of Mistral and Argus, graduates and scientists that would lead Mistral to a prosperous future. Construction workers that would build that future with their hands. And the mercs who mostly thought about how much money they were going to make by wielding their weapons for the former two.
Glued to a window, a bright eyed man in a lab coat continued to empty his camera roll as if to capture the entirety of the floating isles through the lens.
“Imagine, if we could collect enough gravity dust- no even if we just built a settlement on top of one of the floating isles we could practically build our own Atlas!” he mumbled distractedly, fumbling with a notebook all while maintaining the camera’s focus.
“Atlas... is a marvel of human engineering. These magic rocks are not. The effects of Lake Matsu cannot be replicated outside of this area and trying to live on one of those things would be harder than you think. What if they turn upside down and dump everything built into the lake below?” a blonde scientist warned, thinking more realistically than her over imaginative junior.
A third person, a man with a stark white complexion, hid his eyes beneath his cap and mumbled. He redirected his gaze to his machete, pretending as though he wasn’t actually listening in. He had actually thought the idea was pretty cool but wouldn’t want to bring attention to himself. He’d leave that for the big brains. He was just a dumb merc after all.... They wouldn’t want to listen to what he had to say anyway...

As the greeting party landed a party of mercs pushed forward on the Matsu Island coast, taking on the first wave of small Grimm which would allow the next ships to land with minimal issue.
A snappy looking ginger woman was hyping the rest of her gang to keep moving. Faster they got this area secure, the easier the rest of this job would be.
“Common lads! Claim this island for Wineswind! The most badass merc in Mistral!” she goaded to which her party responded with cheer.
Sitting a bit further away in the command tent, Mallory Mountbatten, representative of the MMC, looked on with tiredness as he tried to put his attention towards more important plans.
The mercenaries were a useful sort, especially after the Fall which made semblance users a more difficult commodity to outsource. Hopefully the mercenaries, the hunters, and the scientists and construction workers he was funding would play well enough with each other. This was ungoverned territory and all disputes would have to be handled by themselves. He just wished things wouldn’t get out of hand.
The hunters were valuable to this mission but it was hard to put faith in them. After all, a businessman has to consider how reliable his assets are. No time to test them, he would just have to hope the hunters didn’t disappoint.

This event will have a 200% XP modifier for PCs and 150% for DM. I will be starting a new round every 4 days at around 10 PM, EST and the event will last until the 27th of July.
As a faction-specific event, any characters involved in the Revolutionary League faction are not allowed to participate.
Council/Huntsman faction characters, and characters unaffiliated with either of the current major factions are allowed to participate.
This is a DE thread, and it will have combat scenarios against Grimm.
HEROISM is ALLOWED but LIMITED in the number of times you can use it (3 times per character). Unless it is to solve a CRISIS other players got themselves into, in which case you can try Heroism rolls as much as you want but Crisis rules still apply if you miss your roll.
The intent is to make it so people can contribute with low-level problems that won't be immediately nuked with Heroism. You can still do it, but then you may not be able to solve problems with a higher DC if you used all of your +8 rolls to rescue kittens from trees.
The minimum for DC levels is 6. You can create 2 problems per character involved in the event and have a difficulty ceiling of 16 or 10 more than your skill modifier, whichever is more. Even if your character only has a 10% chance of success, you need to pitch problems that they can theoretically do. Two or more posts in a row interacting with no problem and introducing no problem, not counting the last round, will similarly cause you to forfeit all XP/RP.
Everyone MUST interact with a problem, either by attempting, or creating, one within their first post. Failure to do so will also result in forfeiting XP/RP.

The Matsu base begins exporting processed dust back to the homeland, reducing domestic dust prices. A | 600 | An overall highly successful mission. The first steps to settling within Lake Matsu were tedious but by the end of the mission they are able to hit their stride and complete their survey. The results of the mission are enough gain the confidence of industrialists who make plans to begin mining in one month. |
B | 500 | Fairly successful mission. Through the efforts of the expedition team the island is almost completely surveyed and the knowledge acquired is enough to fuel future missions. However, the expenses suffered by the expedition demand industrialists to redirect more resources into the project which can be expected to start in two months. |
C | 400 | A decent success. The expedition team struggles to pacify the native grimm and additional mercenaries are hired to perform the last sweep of the area to allow the outpost to finish construction. This is a long undertaking, requiring three months in order to secure the area around the settlement. People are disappointed at the setback and huntsmen are seen as unreliable. |
D | 300 | Barely able to call this a successful mission. Lives and resources are lost carelessly as the expedition is unable to complete base construction on the island. The outpost may be finished but it will take four months until it can produce dust. The project is more expensive than industrialists estimated and they point their frustration towards huntsmen. |
E | 200 | A financial tragedy. Retreat is the only option for the expedition team who are forced to escape the island. The industrialists will never be able to set up a permanent base on Lake Matsu, even after five months of work. The huntsmen are blamed and industrialists will be more likely to hire mercenaries in the future. |
F | 150 | Catastrophic failure. The island is completely hostile to a settlement and the half-finished base is reclaimed by Grimm and nature. All hope of mining within Lake Matsu is lost and the dust shortage is left unaddressed, as dust prices skyrocket. The Council is forced to provide financial relief to dust industrialists and the resources allocated to huntsmen and defense become less frequent. |
